The general manager of the Carbon Trust has said that he would be "surprised" if the government makes any changes to the Carbon Reduction Commitment (CRC).

Harry Morrison said it is important that those affected by the legislation understand that it has now been passed by parliament and is "firmly in the implementation phase".

While Mr Morrison said that it was not unheard of for the government to make changes to policies such as the CRC, he said that "businesses would be prudent ... [in] assuming that it would be implemented precisely as the order says".

He added that there was "no reason to expect any changes to the CRC".

All large businesses and public sector organisations in the UK will be required to save energy and reduce their carbon emissions under the CRC. The scheme was started in April and is being administered by the Environment Agency.

The key to implementing a successful CRC strategy was said by Mr Morrison to lie within the internal audit process, collection of accurate data and the ability to use that data to forecast future emissions.
