      On the evening of Oct. 12, 2009, in the beautiful, renowned city of Europe Gibsons, nearly 500 delegates from over 20 countries including China, the United States of America, Britain, Germany, Canada, Australia, South Korea, Japan, Czech Republic, Poland, Austria, Hungary, France, Ukraine, United Arab Emirates, and Saudi Arabia gathered together welcoming the most exciting moment-the long waited 13th International Awards for Liveable Communities Final (This LivCom Awards is co-sponsored by UNEP and IFPRA, and recognized by UNEP) announced its winners: among them, the Chinese delegation won 3 Gold Awards, 5 Silver and Bronze, and 1 Special Award, including three ¡°world first¡± with worldwide attention.

      The finalists competed fiercely; the Chinese delegation responded calmly

      On Oct. 8, 2009, in Jibsons, the 13th LivCom Awards global final kicked off, and nearly 30 cities and 30 communities from over 20 countries gathered together for one common goal-competing for the Green Oscar Awards.

      On Oct. 9, after a series of procedures like drawing lots on Oct.8, the LivCom presentation and question period was officially launched. The Chinese Dalian Software Park was the first to present, its excellent presentation and defense led to thunderous applause and drew the judges¡¯ highly attention.

      Dalian Software Park, located in the beautiful coastal city of Northeast China Dalian, is both a big software industrial park overlooking the sea while leaning on the hills and a residential area with excellent living environment. It is the first largest software industrial park in China, and the fifth largest in the world. Its 48% of high green coverage rate, and its cluster planning with various features and functions drew great attention from the audience and judges on the site.
 
      On Oct. 10, the Chinese projects and cities presented on the stage one after another, including Beijing Hopson No. 8 Royal Park which takes the lead in Beijing habitat, the Wuhan Yangtze Purple City which is the model of the development along the Yangtze River, the Jiangsu Wujin Yancheng Conservation Project which is the only existing ancient city composed of three city walls and three rivers, the Zhejiang Harmonious Dragon Mountain Moor four projects of typical French style and Dongguan Shilong Town which is one of the four famous towns of Guangdong province, and their excellent presentation and defense overwhelmed the audiences and judges presented, making that day the ¡°China Day¡± of this Final.

      Also on the same day, Dalian city made its formal debut, and the answer and defense scene of the Category E where Dalian belonged to attracted almost all the city delegates¡¯ attention. During the Dalian¡¯s ask and defense period, Dalian¡¯s vice mayor Zhang Jun first made a speech, then played a 10-minute submission television broadcast introducing Dalian¡¯s excellent living environment and in-depth environmental protection measures, which shocked all the people presented. The audience from over 20 countries could not help but exclaim bravo. In the following 20-minute PPT presentation, the Dalian delegate, calmly, presented the hundreds of detailed data, nearly 1,000 pictures, more than 100 state points, and adopted typical measure one after another, by which the six judges from Canada, Britain, USA, Japan, Germany and Poland were totally conquered.

      At this LivCom Awards Final, Chinese delegation sent a big lineup--1 city, 1 town and 6 projects--to participate in the competition. Among them, Dalian city competed with the UAE¡¯s Dubai, the Saudi Arabia¡¯s Riyadh and the Canada¡¯s Toronto for Awards of Category E of the largest city, Guangdong¡¯s Shilong Town with Australia Gold Coast Logan city, Songpa-gu district of Seoul, South Korea, and other towns for Awards of Category D, Yancheng of Wujin, Jiangsu, with 19 municipal projects of USA, France, Canada, Japan, Australia and so on for ¡°Environmentally Sustainable Development Project Awards¡±. Shen Ruiqing, the secretary of Party Committees of Wujin district, Jiangsu province, was also nominated to participate in the LivCom Individual Contribution Award. In respect of communities, the Beijing Hopson No.8 Royal Park, Germany, Guangzhou Vanke Dream Town, Dalian Software Park, Wuhan Yangtze Purple City, and Zhejiang Harmonious Dragon Mountain Moor were all involved in the fierce competition for The International Awards for Liveable Communities together with over 20 communities worldwide.

      On October 8 ¨C October 11, 2009, going through many sections like written materials, exhibitions, forums, presentations, lectures, and defense, Dalian city lived up to expectations, by virtue of its beautiful urban environment and excellent defenses in the final, beat the Desert Paradise Dubai, the Desert Garden Riyadh and the old ¡°International Liveable City¡± Toronto¡¯s Peel district, and took the first place receiving the Silver Award in Category E; Guangdong¡¯s Shilong Town also beat many famous towns in its group and won the first of Category D.

      In the competition of community category, besides the China¡¯s 6 communities, 20 more other top finalists also joined the competition; its intenseness was no less than that of city category. The Beijing Hopson No.8 Royal Park, Germany, and Dalian Software Park both won the gold ranking respectively No.1 and No.2; Jiangsu Wujin Yancheng won the first Gold of "LivCom Environmentally Sustainable Development Project Award¡± in the Natural Projects category; Guangzhou Vanke Dream Town, Zhejiang Harmonious Dragon Mountain Moor, and Wuhan Yangtze Purple City all won LivCom awards. China ranks first by its 100% award rate and the number of total awards received.

      In recognition of those who made outstanding contributions to the global human settlements in respect of ¡°landscape improvements, heritage management, public participation, environmental practices, healthy Lifestyle, future planning," and so on, the LivCom Awards competition set a LivCom Personal Award category since 2007¡¯s London final.

      In this Final, more than 20 countries in Europe, Americas, Asia, Australia, and Africa had selected their most representative leaders to compete for the final, and finally 12 people entered the final and competed for the only ¡°Special Award¡± (individual special contribution award). After half a year¡¯s selection globally, finally, the participant nominated by Chinese division--Shen Ruiqing (Secretary of Wujin district party committees, Jiangsu province), excelled the rest of his group, and impressed all the judges and won the annually only ¡°Special Award¡±, by virtue of his 30-year continuous efforts in habitat in Wujin, Changzhou, year after year¡¯s persistence in exploration of environmental protection, and continuous common weal activities and healthy image,  

      UN three big organizations¡¯ joint involvement made the LivCom Awards competition the highest standard in history

      As the only global competition in respect of habitat recognized by UNEP, its standard has been constantly upgraded for last 13 years. In 2007, UNEP sent European President Powell to sign MOU with LivCom Organization Committee at the London Final to strengthen its participation in LivCom competition. Since the 12th LivCom Awards competition in 2008, it has been officially co-sponsored by UNEP and IFPRA and has been promoted worldwidely.

      In consideration of LivCom competition¡¯s strong influence in the world and its positive contribution to the cause of habitat development, the 13th LivCom competition drew UN¡¯s great attention. At the Final site, the UN Headquarters, UNEP, and UNESCO all involved in it, sending nearly 10 senior officers for on-site monitoring, and holding "The United Nations Global Environment Summit Forum" at the Final site.

      Meanwhile, in order to promote the Chinese award-winning urban and community projects globally, and by invitation of the Philippine Organizing Committee of the World Chinese Entrepreneurs Convention, the Organizing Committee decided, based on the usual practice, to organize the Chinese cities and communities to attend the 10th "World Chinese Entrepreneurs Convention" held on November 19-22 in Manila, and also held the ¡°International Garden City and Community Annual Forum" to promote the global publicity, investment and exchange and cooperation.
