In order to implement the decisions and plans of the Party Central Committee and the State Council, to meet the needs of the people for a better life in the new era, and to guide local level to promote the building of complete residential communities in a coordinated manner, the MoHURD, on the basis of summarizing the innovative practices in Xiamen, Shenyang and other places, formulated the Guidelines for the Construction of Complete Residential Communities (hereinafter referred to as the Guidelines), which were printed and distributed recently. Require all regions to fully understand the profound connotation and important significance of a complete residential community, take Chairman Xi's thought on socialism with Chinese characteristics for the new era as a guide, and fully implement the spirit of the 19th National Congress of the CPC and the 19th Plenary Sessions, adhere to the people-centered development ideology and implement the new development concept in a complete, accurate and comprehensive manner. With the goal of building complete residential communities that are safe, healthy, well-equipped and well-managed, and with the focus on improving the supporting facilities of residential communities, we should vigorously carried out actions to make up for the shortcomings in the construction of residential communities, to improve the quality of the construction of residential communities, the level of service and the management capacity, and to enhance the sense of gain, happiness and security of the people.
The Guidelines consists of four sections, including the basic connotation of complete residential communities, basic requirements, construction guidelines and typical cases.
The Guidelines clearly state that a complete residential community means a residential community with comprehensive basic public service facilities, sound convenient commercial service facilities, complete municipal supporting infrastructure, sufficient space for public activities, full-coverage property management and a sound community management mechanism within a suitable walking distance for residents, and with a strong sense of belonging and identity among the residents.
The building of complete residential communities starts from safeguarding the basic life of the elderly and children in the community, supporting basic living service facilities for the elderly, child care and other basic services, promoting the equalization of public services, and enhancing the people's sense of well-being and accessibility; it is to optimize the adjustment of the urban structure, improve the urban functions, stimulate the vitality of the city, and radically solve the problem of "urban diseases" by building the basic cells with appropriate scale and perfect functions. "Urban Disease" problem, and promote the transformation and development of the city.
The Guidelines identifies basic requirements for complete residential communities. Among them, with regard to the size of complete residential communities, it is required that localities should reasonably determine the size of complete residential communities based on the walkability of community residents such as children and the elderly, the service capacity of basic service facilities, and the capacity of comprehensive community management. With the principle that residents can reach kindergartens, elderly service stations and other basic public service facilities in the community in 5 to 10 minutes on foot, and on the basis of the urban road network, natural topography and landscape and existing residential neighborhoods, and the management and service scope of the community residents' committees, the scale of the residential community is rationally determined in accordance with local conditions and. In principle, a single residential community with a population size of 0.5 to 12,000 is appropriate.
The guidelines also point out that the objectives of the construction of complete residential communities are the improvement of basic public service facilities, the soundness of convenient commercial service facilities, the completeness of municipal supporting infrastructure, the adequacy of space for public activities, the full coverage of property management and the soundness of community management mechanisms. The construction standards are: basic public service facilities should be perfect, including a community integrated service station, a kindergarten, a nursery, an elderly service station and a community health service station; convenient commercial service facilities should be sound, including a comprehensive supermarket, multiple mail and express mail delivery service facilities and other convenient commercial outlets. Municipal supporting infrastructure should be complete, including water, electricity, road, gas, heat and telecommunications facilities, parking and charging facilities, slow-moving systems, barrier-free facilities and environmental sanitation facilities. The space for public activities should be adequate, including public activity venues and public green areas. Property management should be fully covered, including property services and property management service platforms. Community management mechanisms should be sound, including management mechanisms, integrated management services and community culture.
The scale and construction requirements of the fifteen-minute living circle are to establish a community walking and cycling network, promote the construction of community greenways, connect several residential communities, to form a fifteen-minute living circle, and then co-ordinate the support of facilities such as primary and secondary schools, nursing homes, community hospitals, sports venues and parks.
The fifteen-minute living circle is generally enclosed by urban arterial roads or land boundary lines, with a residential population size of 50,000 to 100,000 people and a service radius of 800 to 1,000 meters, which is connected to the management and service scope of neighborhoods and streets.
In addition, the Guidelines also makes further requirements for the construction guidelines of complete residential communities (including basic public service facilities, convenient commercial service facilities, municipal supporting infrastructure, public activity space, full coverage of property management, and community management mechanism), and cites typical cases of complete residential communities such as those communities in Xiamen.
